On February 24, the Tacoma City Council confirmed Interim City Manager Hyun Kim’s appointment of Toni Esparza as Neighborhood & Community Services Director.
Director Esparza has more than 25 years of leadership experience in human services, youth development, community safety, and equity-centered systems change. She will step into her new role at the City of Tacoma on March 23, following her tenure as Assistant Director of the City of Bellevue’s Parks and Community Services Department.
“For me, public service is both professional and personal. It’s about building systems that work and ensuring that they work for everyone,” said Director Esparza. “Neighborhood & Community Services sits at the intersection of safety, belonging, and opportunity. That is a profound responsibility, and one I will carry with humility. I am committed to collaborative leadership—working with the City Council, our talented Neighborhood & Community Services team, and our residents—to further strong, accountable systems and compassionate governance.”
As Assistant Director of the City of Bellevue’s Parks and Community Services Department, Director Esparza oversaw human services, adult misdemeanor probation, youth and family development, accreditation, and equity initiatives serving more than 150,000 residents. She co-authored the City of Bellevue’s first Human Services Strategic Plan and realigned a $20 million contract portfolio to advance racial and economic equity with a focus on aligning policy with measurable outcomes. She also managed the distribution of over 85 percent of the City of Bellevue’s pandemic relief funds to stabilize vulnerable populations.
“Tacoma residents want a responsible, regional approach to homelessness,” said Mayor Anders Ibsen. “Director Esparza has the grit and competency our city needs to advance these crucial priorities.”
The Neighborhood & Community Services Department works to build healthy and successful neighborhoods and households through leading community problem solving, funding human services, and partnering with community members to facilitate safe, clean, and attractive neighborhoods.
“Director Esparza’s leadership is grounded in translating equity vision into daily practice. She has built engagement frameworks, amplified resident voices, and implemented transparent performance systems,” said Interim City Manager Kim. “Interim Director Vicky McLaurin’s efforts over this past year are much appreciated, and I look forward to what Director Esparza does for our team and our community, in service to the City Council’s mission and strategic vision.”
