Addressing the rising costs of living and homelessness in Tacoma are priorities for the City Council. There are multiple initiatives that work to improve housing affordability and living conditions for our residents. We also administer the landlord-tenant program to help residents have access to stable housing options in Tacoma.

Affordable Housing Action Strategy

The Affordable Housing Action Strategy (AHAS), adopted in 2018, is an organization wide initiative to address our housing affordability crisis through 27 strategic actions defined by the City and our stakeholders. We are working with community partners to create and preserve more units of housing, help people stay in their homes, and reduce barriers for those who often experience them.

Home in Tacoma

Home in Tacoma is a package of code amendments and zoning changes that pave the way for more diverse, affordable, and sustainable housing options. A primary topic the changes cover is an overall shift from single-family zoning to Urban Residential zones that allow more density, consistent with recent state mandates. The package was approved in November 2024 and took effect February 2025.

Housing Assistance Services

The City works in partnership with the nonprofit housing community and housing developers to provide affordable housing options and funding sources for homes and businesses in Tacoma. We can assist with affordable housing provider loans, business loans, and loan subordination and loan payoff requests to assist with rehabilitation and down payments.

Homelessness Services

The issue of homelessness in Tacoma is a complex situation and the City is addressing barriers to housing through the 2022-2028 Homelessness Strategy. Specific tactics we employ to compassionately work with our homeless population include the Homeless Engagement and Alternatives (HEAL) Team, emergency and temporary shelters, and affordable housing programs.

The Landlord Fairness Code Initiative (LFCI), went into effect on December 8, 2023, along with the City’s Rental Housing Code (RHC), which was updated by the City Council in July 2023.
