The Americans with Disabilities Act (ADA) Self-Evaluation and Transition Plan was completed and approved by the Council in 2008. After further review of the plan, it was discovered that additional work was needed to clarify certain sections. To that end, subcommittees were formed to work on the areas needed for compliance with the ADA.

In 2014, the City Manager assigned staff to provide liaison duties for the Commission on Disabilities. They were also given responsibility for maintaining and implementing the ADA Self-Evaluation and Transition Plan. One member was responsible for ADA compliance for all Public Works-related infrastructure; this included everything in the public right-of-way, all City-owned buildings and parks, etc. The program was awarded a grant to evaluate certain amenities in the right-of-way and to create a transition plan.
