Community Policing Services

The Community Policing Division is responsible for coordinating proactive policing of the city in partnership with the community. The division is comprised of the North Sector (Sectors 1 and 2) and the South Sector (Sectors 3 and 4) and includes the department’s Community Liaison Officers, Gang Unit and Animal Control Unit.

Community Liaison Officers (CLOs) are fully commissioned police officers who receive specialized training and education in order to be chosen for this popular special assignment to the Community Policing Division.

CLOs attend numerous community and block group meetings as well as Neighborhood Council meetings to hear from residents and to partner with addressing a myriad of issues and concerns. Sector personnel focus on a wide variety of crime reduction strategies simultaneously utilizing short term responses while applying long term strategies with the goal of reducing calls for service and reported crime and addressing quality of life issues. CLOs are knowledgeable and have experience in employing various crime prevention strategies that include Crime Prevention Through Environmental Design (CPTED), providing neighborhood safety information, and informing citizens of recent crime trends and patterns.

Along with partnering with citizens, sector personnel work closely with other City departments and many outside organizations both public and private.

Community and Special Events

Sector personnel participate in numerous community events throughout the year and focus on youth engagement. Some of the events include various ethnic festivals and New Year celebrations, street fairs, Parks Tacoma activities, school assemblies, and neighborhood events such as National Night Out. The substation also hosts city-wide community events as well as visits by school children and civic groups.

TPD’s Community Service Officer Program launched in June 2023. Community Service Officers (CSOs) are unarmed TPD staff members who respond to calls for service that are incidents not in progress, that are routine in nature, or that pose no immediate threat. Some examples of this work include assisting with traffic control, meeting community members to assist with filing crime reports, and providing resources to community members. CSOs do not have arrest authority beyond that granted by state law to any private resident and do not carry or possess a firearm while performing their official duties.

The CSO Program is one of three Alternative Response Programs (along with the Homeless Engagement and Alternatives Team in the Neighborhood and Community Services Department and the HOPE Team in the Fire Department) which were established at the City Council’s direction and can be traced back to 2021 recommendations from the 21st Century Policing report and the Matrix Consulting Group report on alternatives to law enforcement responses. Feedback from the Council, community members, key stakeholders, and advocacy groups has consistently informed these efforts, ultimately leading to the expansion and enhancement of the HEAL Team and the establishment of the HOPE Team and CSOs. Establishing the CSO Program is also part of TPD’s 13-Point Plan for Improved Accountability and Transparency.

The Community Policing North Area includes Sectors 1 and 2, which covers the West End, North End, Central, New Tacoma, and Northeast Tacoma neighborhoods.

The Lieutenant, Sergeant, and Community Liaison Officers (CLOs) in North Area are supported Tacoma Police Business Improvement Area (BIA) Officers who primarily patrol the downtown area on bicycles. The staff works closely and collaboratively with neighborhood groups, individual citizens, business owners, city staff and other organizations.
