Office of Strategy
The Office of Strategy plays a pivotal role in the long-term, strategic planning for the City. The Office supports the development and implementation of City strategic plans and cross-departmental strategic initiatives such as the Tacoma Equity Index and the Tacoma Anchor Network. The Office also supports efforts of the other offices within the Center for Strategic Priorities, as well as departments within the City, through assistance with planning, facilitation, and coordination.
The Office of Strategy is currently focused on:
- Developing a progress report on Tacoma 2025, the citywide 2015- 2025 Strategic Plan
- Developing Tacoma 2035, the citywide 2025 – 2035 Strategic Plan Â
- Releasing and supporting the implementation of an updated Tacoma Equity Index
- Development of the Community Safety Action Strategy

Jacques Colon serves as the Director of Equity, Strategy, and Human Rights, where he leads the Office of Equity and Human Rights and the Office of Strategy. In this role, Jacques is responsible for overseeing the equity work of the City, as well as supporting organizational and cross-departmental strategic planning for the City of Tacoma. Prior to serving at the City of Tacoma, Jacques served as the Health Equity Coordinator for the Tacoma-Pierce County Health Department, Policy Analyst for the National Association of County and City Health Officials (NACCHO), and as a middle school science teacher with Teach for America.Â
