Passenger Comments and Complaints: If you have a comment or complaint regarding the conduct of a for-hire driver or concerns about the cleanliness or safety of a for-hire vehicle, please contact the for-hire company directly. All for-hire vehicles licensed by the City of Tacoma are required to provide consumer complaint cards, which include the company’s name, address, and phone number.

You can also file a complaint with the City by emailing the Tax & License office.  Please include details such as the nature of the complaint, the name of the company and driver (if known), date and approximate time you were in the vehicle. The City of Tacoma Tax & License Division investigates all passenger complaints.

Lost Items

For-hire companies are required to have a system in place for passengers to recover lost items. If you’ve left something in a for-hire vehicle, please contact the company directly for assistance.

Refusal to Pick Up Passengers

According to Tacoma licensing regulations, a for-hire driver may decline transportation to a passenger only under specific circumstances, including:

  • The driver has already been dispatched to another call.
  • The passenger is behaving in a suspicious, disorderly, or threatening manner, or the driver has a reasonable belief that their health or safety, or that of others, may be at risk.
  • The passenger cannot demonstrate the ability to pay the fare upon request.
  • The passenger refuses to provide a specific destination upon entering the vehicle.

Additionally, a Transportation Network Company (TNC) driver cannot pick up passengers hailing from the street.
