The City of Tacoma requires that all for-hire drivers maintain a current For-Hire driver’s license, a For-Hire Vehicle license, and a current City business license while operating within the city limits of Tacoma. Below, you’ll find detailed steps for the application process, training requirements, and regulatory compliance.

For-Hire Taxi Driver License Application Process

  • Must be 21 years of age or older
  • Complete the Driver Training Program
  • Pass a fingerprint-based state and national background check
  • Consent that you are physically and mentally fit to drive a for-hire vehicle upon application
  • Letter of Intent from the For-Hire company you will be driving for in Tacoma or Pierce County

Fingerprinting services for background checks are available by appointment only at South Sound 911. When scheduling appointments online, select City of Tacoma Business License as the purchase option.

For-Hire Drivers must complete a Driver’s Training Program to help drivers understand the rules and regulations to operate in the City of Tacoma.  The course includes a driver training program and Defensive Driving Course. 

If your company does not offer a training program you may take the City offered course listed below for a fee of $25.  The Driver Training program must be completed prior to applying for a For-Hire Driver License.

The for-hire driver training is all online. If using this course, a fee of $25 will be due upon application for your for-hire license. Upon completion of the course, drivers will receive an email confirmation. Please keep this confirmation, it is your proof of completion of the course. To get started click the link below:

Step 2: Defensive Driving Training Course

A City authorized online course is available through the National Safety Council for a fee. This course allows drivers to pace their learning with their schedule. A fee will apply to take this course.

Step 3: Apply for your For-Hire Driver License 

Complete the For-Hire Driver Application form and submit in person with the required forms to apply for your license.

Driving for a Transportation Network Company?

Transportation Network Company (TNC) drivers complete the driver training program requirements through the on-boarding process with their affiliated TNC. You do not need to take the City offered class.

Apply in person at 747 Market Street, Room 212, Tacoma, WA 98402. Bring with you at the time of application the following forms:

  • Completed application forms
  • For Hire Driver Intent Letter
  • Fingerprint Card
  • Proof of completion of Driver Training Program
  • Washington State Driver’s License
  • Check/Money order made out to Washington State Patrol for $58
  • Payment for license fees (cash, check, money order, or credit card)

Applications are accepted between 8 a.m. and 4 p.m., Monday – Wednesday, except holidays.

Once your license is approved, you will be notified to pick up your For-Hire driver card at the Tax & License office.

New State Law Passed Pertaining to the Rights and Obligations of TNC Drivers: House Bill 2076

The Washington State Legislature recently passed House Bill 2076, which pertains to the rights and obligations of Transportation Network Company drivers and Transportation Network Companies (TNC) choosing to operate in Washington State. House Bill 2076 preempts local government from regulating transportation network company drivers and transportation network companies effective June 9, 2022. What is Not Changing

House Bill 2076 does not preempt TNC’s or TNC drivers from Tacoma’s business license and Business & Occupation tax (B&O) requirements.

Tacoma Business License and Tax Requirements

All TNC’s who have drivers picking up passengers in the city limits of Tacoma are required to obtain a Tacoma business license and remit local Business & Occupation tax.

TNC drivers who are either 1.) based in the City of Tacoma or 2.) pick up passengers in the city limits of Tacoma and gross over $2,000 in Tacoma, are required to obtain a Tacoma Business License.
