Funding Opportunities
The 2025 Notice of Funding Availability (NOFA) for Affordable Housing Development and Preservation is now available. Funding will support the following:
- Construction of new multi-family rental or homeownership housing for low-income households
- Acquisition of existing multi-family rental or homeownership housing for low-income households
- Assistance for low-income, first-time homebuyers
Important deadlines
Closing Date: There is a two-part deadline in 2025:

- Request Application Submission Folder by Wednesday, April 23, 2025, by 3 p.m.
- Submit application materials by Thursday, May 1, 2025, by 3 p.m.

In addition to downloading the application materials that pertain to your particular project, you must also make a request for an Application Submission Folder to use when the applications are complete and ready to submit. To make a request for an Application Submission Folder, send an email by Wednesday, April 23, 2025 at 3 p.m. to tgarofalo@tacoma.gov with the subject line “2025 Affordable Housing NOFA Online Application Submission Folder Request”. Include the following information in the body of the email:

- Project Sponsor/Developer
- Name and email address of each person who may need access to the folder

A link to an Application Submission Folder will be sent by Community and Economic Development Department staff to the email address provided by the requestor. Completed application materials should be uploaded to your folder before the application deadline date and time.
Public Information Session for Applicants
If you plan to submit an application for funding, you are strongly encouraged to attend our Zoom Public Information Session on March 20, 2025 from 1 p.m. to 2 p.m., Pacific Standard Time. If you have questions regarding the 2025 NOFA for which you would like a response from Housing Division staff, they must be submitted no later than April 2, 2025 at 12 noon. Staff will make best efforts to answer questions received after this date as well but cannot guarantee a response. Questions may be submitted electronically to cedhousingdivision@tacoma.gov with the subject line “2025 AH NOFA – Question Submittal”. All questions will be answered as they are received. A complete list of all questions and answers will be posted on this website no later than April 16, 2025.

Fern Hill
Council District: 5
Federal Funds (City Administered): $422,000.00
Fern Hill includes 4 single-family homes with 2–5 bedrooms, supported by $120,000 in HOME funds provided as down-payment assistance for eligible buyers.
Hilltop Lofts
Council District: 3
Federal Funds (City Administered): $968,480.00
Hilltop Lofts includes 57 studio apartments of permanent supportive housing for households at or below 60% AMI, with a focus on residents exiting homelessness.
Tahoma Place (15th and Tacoma)
Council District: 2
Federal Funds (City Administered): $1,592,192.00
Affordable Housing Fund (AHF): $1,906,402.00
Tahoma Place includes 87 rental units for seniors at 50% AMI, including 18 units for people exiting homelessness and one manager unit.
Madison
Council District: 5
Federal Funds (City Administered): $700,000.00
Madison includes 8 single-family homes in four duplexes with 3–4 bedrooms, affordable to moderate-income buyers earning 30–80% AMI, with $240,000 in HOME funds available for down-payment assistance.
Patsy Surh Place (Lincoln Senior Housing - Ph 1)
Council District: 4
Federal Funds (City Administered): $3,827,298.00
Affordable Housing Funds (AHF): $1,422,702.00
Patsy Surh Place includes 77 affordable apartments for older adults at 50% AMI, plus one manager unit, a 2,055 square-foot commercial space, and a lobby, with 39 units prioritized for people exiting homelessness through coordinated entry.
Shiloh New Life Housing
Council District: 3
Affordable Housing Funds (AHF): $4,444,983.00
Shiloh New Life Housing includes 60 affordable apartments, with 40 one-bedrooms and 20 two-bedrooms for individuals and families experiencing homelessness, at risk of homelessness, in recovery, or earning 50% AMI and below.
Housing Hilltop (THA)
Council District: 3
Federal Funds (City Administered): $1,000,000.00
Affordable Housing Funds (AHF): $900,000.00
Housing Hilltop includes 231 affordable apartments at 60% AMI, including 80 one-bedrooms, 83 two-bedrooms, and 68 three-bedrooms, along with 13,000 square feet of retail space and a 10,000-square-foot community and performing arts center.
The Heron
Council District: 4
Affordable Housing Funds (AHF): $3,000,000.00
The Heron includes 75 affordable apartments for households at 50% AMI, with 51 studios and 31 one-bedrooms.
Mercy Housing Rosa Franklin Place
Council District: 3
Federal Funds (City Administered): $1,000,000.00
Mercy Rosa Franklin Place includes 60 permanent rental apartments for seniors, all designed as one-bedroom homes. Twenty of the apartments include a preference for military veterans. Rents are set at 30% of household income.
Dorothy I. Height Apartments
Federal Funds (City Administered): $800,000.00
Dorothy Height includes 53 affordable apartments, with half of the units available to households earning 30% AMI and half available to households earning 50% AMI. 75% of tenants are formerly homeless. The community also includes optional onsite supportive services and dedicated program space.
The Rise on 19th
Council District: 3
Federal Funds (City Administered): $227,000.00
Affordable Housing Funds (AHF): $300,000.00
Rise at 19th includes 64 one- and two-bedroom apartments created to help address the public health emergency the City Council declared around homelessness. Fourteen apartments are reserved for veterans exiting homelessness, and another 14 are reserved for people with physical disabilities.
Aspen Court (Comfort Inn)
Council District: 5
Federal Funds (City Administered): $5,000,000.00
Aspen Court includes 120 enhanced shelter beds through 2023 and will include 80 permanent supportive housing units for households at 50% AMI.
Viridian Grove
Council District: 3
Affordable Housing Funds (AHF): $2,000,000.00
Viridian Grove will include 120 new affordable apartments across six three-story buildings, offering two-, three-, and four-bedroom units for households earning up to 60% AMI.
Proctor Place
Council District: 5
Federal Funds (City Administered): $1,328,518.00
Proctor Place will include 16 two-story townhomes with three or four bedrooms, affordable to families earning up to 80% AMI, with CDBG funds supporting off-site infrastructure.
Mercy Aviva Crossing
Council District: 1
Affordable Housing Funds (AHF): $6,000,000.00
Mercy Aviva Crossing will include 129 affordable apartments at the former James Center North shopping center. The mix will include 60 one-bedrooms, 43 two-bedrooms, and 26 three-bedrooms, with units reserved for households earning no more than 30%, 50%, or 60% of AMI, and 14 units reserved for households exiting homelessness.
Bridge Meadows
Council District: 5
Affordable Housing Funds (AHF): $1,432,645.00
Bridge Meadows will include a mix of townhouses and duplexes with one to four bedrooms, including 29 senior units in an elevated building and 10 family-sized three- and four-bedroom townhomes.
Lincoln District Family Housing - Ph 2
Council District: 4
Affordable Housing Funds (AHF): $4,000,000.00
Lincoln District Family Housing will include 72 new or acquired apartments, with studios, one-, two-, and three-bedrooms in a mixed-use building with retail office space.
35th and Pacific Family Housing
Council District: 4
Affordable Housing Funds (AHF): $2,249,311.00
35th and Pacific Family Housing will include 80 affordable apartments, with 37 one-bedrooms, 24 two-bedrooms, and 19 three-bedrooms. Twenty units will be reserved for individuals with intellectual or developmental disabilities with supportive services available.
Orchard Cottages
Council District: 1
Federal Funds (City Administered): $188,000.00
Orchard Cottages will include 4 single-family cottages on a former utility site in North Tacoma. Homes will be affordable to moderate-income households earning 30–80% AMI and will have accessibility features for families with members who have disabling conditions.
Sherwood Court
Council District: 5
Federal Funds (City Administered): $750,000.00
Sherwood Court will include 24 two-story townhomes, mostly three-bedrooms, on a South Tacoma site. Habitat funding and $750,000 in HOME funds support affordability for moderate-income buyers earning 30–80% AMI.
South Yakima Senior Housing
Council District: 3
Affordable Housing Funds (AHF): $3,700,000.00
South Yakima Senior Housing will include 66 affordable apartments for seniors earning up to 50% AMI, including 65 one-bedrooms and one manager’s unit. Thirteen units will be reserved for seniors at risk of or exiting homelessness.
