Features of a PPO Plan
- PPO stands for “Preferred Provider Organization”
- Participants have the ability to see providers in or out of network but experience lower out-of-pocket costs by using network providers
- No referrals are required to see a specialist

Features of a HDHP Plan
- HDHP stands for “high-deductible health plan”
- The plan has a higher deductible that must be met by the participant before the plan will pay for medical or prescription expenses
- Participants have the ability to see providers in or out of network but experience lower out-of-pocket costs by using network providers
- No referrals are required to see a specialist
- City of Tacoma contributes money to a Health Savings Account (HSA) to help off-set the high deductible
- Health Savings Account (HSA) – Tax favorable savings account. Dollars contributed by the City are “owned” by the employee. Employees can also contribute pre-tax dollars to help fund their HSA.
- HSA funds are then used to pay for qualified health expenses.
