
Proctor District Neighborhood Plan
As of June 2025, the Neighborhood Planning Program (NPP) has been sunset due to budget reductions. The Neighborhood Planning Program provided enhanced planning and development support to help communities create strong, vibrant, and diverse neighborhoods.
City Council identified the Proctor Neighborhood as the second Neighborhood Plan. After over 1,800 “engagements,” the Proctor Neighborhood Plan was adopted by City Council in February 2024, we are now working on implementation. The adopted Proctor Neighborhood Plan will continue to guide City decision-making. Learn more about what’s in the Plan below!

What’s Happening Now?
The process is now in the implementation phase where the City, community members, and partners will support key neighborhood actions.

- Housing: Mason United Methodist Church redevelopment support
- Completed Quick Wins: Red curb painting and depave
- Policy and capacity-building Wins: Business Improvement Area support
Booster Grant Projects
More than 700 people voted to select the following implementation projects, which have now been completed:
- The Proctor District Association worked with local businesses to replace sick trees throughout the district
- Proctor Blocks: Open Streets Events Series was held in summer 2024. Thank you to our amazing partners for hosting events, including La Paloma, Greentrike, Mason United Methodist Church, Proctor District Association, and the North End Neighborhood Council

Program Goals
Through the planning process, the community identified the following priorities:
- Pedestrian Safety and Comfort: Supporting safe access to key neighborhood destinations for people walking, biking, and rolling.
- Human-Scale Design: Development that features pedestrian-oriented urban design and honors Proctor’s historic character.
- Outdoor Community Space: Community space for gathering indoors and outdoors, including enhancing access to existing spaces and parks.
- Sustainability and Climate Adaptation: Reducing climate impacts through environmentally sustainable practices and development and preserving the urban tree canopy.
- Commercial and Residential Affordability: Preserving and constructing housing that is attainable for diverse incomes and needs and affordable commercial space for small and diverse businesses.

Proctor Neighborhood Plan: Timeline
We kicked off the Plan in Fall 2022 and finalized the plan in Winter 2024.
- Fall 2022: Neighborhood profile and outreach
- Winter 2023: Evaluate existing conditions and propose recommendations
- Spring 2023: Plan implementation and identify resources
- Summer-Fall 2023: Finalize plan and develop a roadmap for implementation
- Winter 2024-2025: Council adoption and ongoing implementation
Proctor Neighborhood: Location and Profile
For this plan, we defined “neighborhood” as the Mixed-Use Center and the surrounding residential neighborhood.
Proctor Neighborhood: Project Funding
The Neighborhood Planning Program provided funding for technical support by a consultant team and some prioritized implementation, including $50,000 to support the implementation of the Community Booster Projects.
