
Consolidated Plan
The Housing Division of the Community and Economic Development Department is responsible for administering federally funded housing and community development programs, including the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME). These programs benefit the community by making funds available for community development activities and projects that result in affordable housing, economic development, and jobs.
The City is currently completing the Consolidated Plan, which is a five-year plan used to assess affordable housing and community development needs, market conditions, and to make data-driven investment decisions locally in Tacoma.

Program planning for the CDBG, HOME, and ESG programs began in February of 2024 and will continue through May 2025. Below is an outline of planning activities and additional opportunities to participate. The dates below are approximate; an official list of participation opportunities and dates will be published here as they are determined.
- Winter-Summer 2024: Research and analyze market data and community needs
- Summer 2024: Develop potential goals, strategies, and actions
- Summer-Fall 2024:  Public feedback on drafted analysis, needs assessment, and strategic plan
- Fall 2024: Begin creation of 1-year spending plan for Consolidated Plan programs
- Spring 2025: Submission of Consolidated Plan and Annual Action Plan to HUD

The Cities of Tacoma and Lakewood plan to adopt their 2025 Consolidated Plans, which establish their five-year strategic frameworks and specify the first-year funding allocations for federally supported housing, community and economic development, and public services initiatives. The Plans are required by the federal government to receive assistance from the Department of Housing and Urban Development (HUD), for funding from the Community Development Block Grant (CDBG) program, the HOME Investment Partnership (HOME) program and the Emergency Shelter Grant (ESG) program. As the lead entity of the HOME consortium, the Tacoma City Council will approve HOME-funded activities for both jurisdictions. This Plan also outlines involvement in funding decisions prior to the award of these funds. Following final action by the Tacoma and Lakewood City Councils, the Consolidated Plans are reviewed and subject to approval by HUD.
City of Tacoma – Proposed use of first-year funds recommended for Tacoma City Council approval includes an estimated $2,658,374 in CDBG monies ($2,358,374 in new allocation, and $300,000 in program income); $2,042,213 of the Tacoma portion of the Tacoma-Lakewood HOME Consortium funds ($1,084,060 in new allocation and $958,153 in program income); and $210,394 in new Emergency Solutions Grant (ESG) monies. Recommended activities will be implemented as part of the Plan beginning July 1, 2025.
City of Lakewood – Proposed use of funds recommended for Lakewood City Council approval is based upon federal funding that includes an estimated $988,093.45 in CDBG monies ($525,000 in new allocation, $71,093.45 in reprogrammed prior year funding, $100,000 in program income, and $292,000 program income from the Neighborhood Stabilization Program); and $458,665 of the Lakewood portion of the Tacoma-Lakewood HOME Consortium monies ($253,670 in new allocation, $204,995 in program income). Recommended activities will be implemented as part of the Plan beginning July 1, 2025. As federal funding allocations are not yet finalized, actual allocations shall be adjusted on a percentage basis and all awarded amounts will be adjusted accordingly.
Citizen Review Comments – City of Tacoma’s Plan will be available for comment from March 31 to May 1, 2025. A copy of the City of Tacoma’s Plan document is available for review on the City’s website at www.tacoma.gov/conplan. Limited copies are available by post upon request. A public hearing was held by the Tacoma City Council on April 22, 2025, with final action by the Tacoma City Council scheduled on May 6, 2025. The City of Tacoma, as an entitlement jurisdiction receiving Community Development Block Grant (CDBG) funds, is responsible for producing an Analysis of Impediments to Fair Housing Choice report every five years. The following report details the barriers that have been identified, contributing factors, and recommendations for future action. As part of this process, the Department of Housing and Urban Development (HUD) mandates the jurisdiction report on progress made towards closing out any identified barriers annually, as part of the Consolidated Plan, in the Consolidated Annual Performance and Evaluation Report (CAPER).

The 2020-2024 Consolidated Plan is required by HUD to apply for funds from the CDBG, HOME, and ESG programs. It includes the Annual Action Plan for program year 2020-2021.
A public hearing on the plan was held by the Tacoma City Council on May 19, 2020, and the plan was adopted on May 26, 2020.

The five-year Consolidated Plan is carried out through Annual Action Plans, which provide a summary of the activities that the City of Tacoma will implement each year to address priorities and needs for housing, human services, and community and economic development. Annual Action Plans also contain the spending plan for the City’s annual allocation of CDBG, HOME, and ESG funds.
The 2024-2025 Annual Action Plan (Plan) is the fifth year in the 2020-2024 Consolidated Plan for the Tacoma-Lakewood HOME Consortium.
On April 30, 2024, the 2024-2025 Annual Action Plan was approved by City Council under Resolution 41414. During a thirty-day period, beginning on March 29, 2024, and ending on April 29, 2024, the public was invited to review and submit written comment on the Plan. A public hearing was held during a regular City Council Meeting on April 23, 2024.
2021-2022 Annual Action Plan – Third Amendment
The Consortium is proposing to substantially amend its HOME ARP Allocation Plan, which is a portion of the Annual Action plan for program year 2021-2022.
During a comment period held from August 15 to September 18, 2023, the public was invited to review and submit written comment on the Plan. A public hearing was held during a regular City Council meeting on September 12, 2023.
The 2023-2024 Annual Action Plan (Plan) is the fourth year in the 2020-2024 Consolidated Plan for the Tacoma-Lakewood HOME Consortium.
On May 2, 2023, the 2023-2024 Annual Action Plan was approved by City Council under Resolution 41190. During a thirty-day period, beginning on March 31, 2023 and ending on May 1, 2023, the public was invited to review and submit written comment on the Plan. A public hearing was held during a regular City Council Meeting on April 25, 2023.
2022-2023 Annual Action Plan
The 2022-2023 Annual Action Plan (Plan) is the third year in the 2020-2024 Consolidated Plan for the Tacoma-Lakewood HOME Consortium.On May 3, 2022, the 2022-2023 Annual Action Plan was approved by City Council under Resolution 40966. During a 30-day period, beginning on April 1, 2022 and ending on April 30, 2022, the public was invited to review and submit written comment on the Plan. A public hearing was held during a regular City Council Meeting on April 26, 2022.
2021-2022 Annual Action Plan – Second Amendment
The 2021-2022 Annual Action Plan (Plan) is the second year in the 2020-2024 Consolidated Plan for the Tacoma-Lakewood HOME Consortium.On December 14, 2021 a substantial amendment to the 2021-2022 Annual Action Plan was approved by City Council under Resolution 40886. During a thirty-day period, beginning on November 5, 2021 and ending on December 7, 2021, the public was invited to review and submit written comment on the Plan. A public hearing was held during a regular City Council Meeting on November 30, 2021.

As part of this administrative responsibility, we annually solicit applications from service providers and affordable housing developers for use of CDBG and HOME funds. These application processes are a necessary step in the Housing Division’s creation of an Annual Action Plan. In accordance with the Annual Action Plan, staff monitors and audits the programs and projects receiving funding from three federal Housing and Urban Development (HUD) programs: Community Development Block Grants (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grants (ESG). The performance of these programs and projects is compiled annually into a document called the Consolidated Annual Performance and Evaluation Report (CAPER).
The City of Tacoma’s CAPER, which describes the accomplishments of the City’s CDBG, HOME Tacoma-Lakewood Consortium, and ESG programs for each Program Year (PY), which run from July 1 – June 30.  The goals for each PY are outlined in the corresponding Annual Action Plan.

The purpose of the City of Tacoma Participation Plan (CPP) is to provide widespread participation in the following US Department of Housing and Urban Development (HUD)-funded: Community Development Block Grants, HOME Investment Partnerships Program, and Emergency Solutions Grants.
A Substantial Amendment to the CPP was recently made to streamline the substantial amendment process, and provided clarification on processes related to CDBG, HOME, and ESG programs.The public comment period was March 29-April 29, 2024.
