The Housing Division of the Community and Economic Development Department is responsible for administering federally funded housing and community development programs, including the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME). These programs benefit the community by making funds available for community development activities and projects that result in affordable housing, economic development, and jobs.

Notice of Public Comment Period: Substantial Amendment to Annual Action Plan for Housing and Community Development

The City of Tacoma is proposing to substantially amend its program year 2025 (July 1, 2025 – June 30, 2026) Annual Action Plan to program Community Development Block Grant (CDBG-CV) funds. CDBG-CV funds are provided to the City of Tacoma by the U.S. Department of Housing and Urban Development for use in Housing and Community Development activities that prevent, prepare for, and respond to coronavirus.

This amendment is to allocate $500,000 in CDBG-CV funding to the City’s 2025 Annual Action Plan.

The following activities will be funded using this allocation:

  • CDBG-CV Public Services: $500,000 for non-congregate temporary and inclement weather shelter

Written comment will be accepted during a five-day public comment period commencing on December 7, 2025 and concluding at 5 p.m. on December 12, 2025.

Substantial Amendment to 2025 Annual Action Plan for Housing and Community Development

The City of Tacoma, as an entitlement jurisdiction receiving Community Development Block Grant (CDBG) funds, is responsible for producing an Analysis of Impediments to Fair Housing Choice report every five years. The following report details the barriers that have been identified, contributing factors, and recommendations for future action. As part of this process, the Department of Housing and Urban Development (HUD) mandates the jurisdiction report on progress made towards closing out any identified barriers annually, as part of the Consolidated Plan, in the Consolidated Annual Performance and Evaluation Report (CAPER).

The City of Tacoma serves as the lead jurisdiction for the Tacoma-Lakewood HOME Consortium and implements the Consolidated Plan, a five-year plan used to assess affordable housing and community development needs, local market conditions, and data-driven investment priorities for Tacoma. The 2025-2029 Consolidated Plan satisfies HUD requirements for receiving CDBG, HOME, and ESG funding. It includes the Annual Action Plan for program year 2025-2026.

A public hearing on the plan was held by the Tacoma City Council on April 22, 2025, and the plan was adopted on May 6, 2025.

The five-year Consolidated Plan is carried out through Annual Action Plans, which provide a summary of the activities that the City of Tacoma will implement each year to address priorities and needs for housing, human services, and community and economic development. Annual Action Plans also contain the spending plan for the City’s annual allocation of CDBG, HOME, and ESG funds.

As part of this administrative responsibility, we annually solicit applications from service providers and affordable housing developers for use of CDBG and HOME funds. These application processes are a necessary step in the Housing Division’s creation of an Annual Action Plan.  Current funding opportunities are posted on the Funding Opportunities and Requests for Proposals web page.

In accordance with the Annual Action Plan, staff monitors and audits the programs and projects receiving funding from three federal Housing and Urban Development (HUD) programs: Community Development Block Grants (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grants (ESG). The performance of these programs and projects is compiled annually into a document called the Consolidated Annual Performance and Evaluation Report (CAPER).

The City of Tacoma’s CAPER, which describes the accomplishments of the City’s CDBG, HOME Tacoma-Lakewood Consortium, and ESG programs for each Program Year (PY), which run from July 1 – June 30.  The goals for each PY are outlined in the corresponding Annual Action Plan.

The purpose of the City of Tacoma Participation Plan (PP) is to provide widespread participation in the following US Department of Housing and Urban Development (HUD)-funded: Community Development Block Grants, HOME Investment Partnerships Program, and Emergency Solutions Grants.

The most recent Substantial Amendment to the PP streamlined the substantial amendment process, and provided clarification on processes related to CDBG, HOME, and ESG programs.

The most recent Substantial Amendment to the Participation Plan was made on April 30, 2024.
