Commercial Permitting 101
Commercial permits apply to construction, alterations, repairs, and other work on commercial other non-residential properties. The information below will help you identify the type of permit your project may require, determine whether a permit is needed, and learn about available permitting options.

Alteration (BLDCA): Repair or changes to existing buildings or structures:
- partial or interior demolition, siding, windows
- additions, balconies, ramps, stairs, landings, roof repair, roof overlay (requires pre-inspection) and retaining walls.
Demolition (DEMOC): Demolition of a whole building or structure.
Fire Protection (FIREC): Fire alarms, above-ground fire sprinklers, underground fire sprinklers, kitchen hood suppression, clean agent suppression systems, standpipes, pumps, radio enhancement systems, and smoke control.
Mechanical (MECHC): Relocate, removal, or install new HVAC units, ductwork, dryer hookups, boilers, refrigerators and other equipment.
New Building (BLDCN): New or replacement buildings or structures.
Plumbing (PLMBC): Relocate, remove, or install water heaters, piping, toilets, showers, sinks, dishwashers, laundry hookups, grease interceptor plumbing (sewer permit also required), and backflow preventers
Signage (SIGN): Advertising signage painted on buildings, freestanding signs, or signs attached to a building.
PASTABA: A separate Site Development Permit application is required prior to or on the same day as a Commercial New Building or Alteration application for any associated site work, utilities, clearing, grading, cut or fill, paving, gravel, parking lot, restriping, landscaping, and stormwater facilities on private property.
*Commercial ePermits: The following commercial projects may be eligible to be submitted online as an ePermit:

What Does Not Require a Commercial Permit

IBC 105.2 m Work exempt from permit.
Pastatas:
- One-story detached accessory structures used as tool and storage sheds, playhouses and similar uses, provided the floor area does not exceed 120 square feet (11 m2).

- Oil derricks.
- Retaining walls which are not over four feet (1219 mm) in height, measured from the bottom of the footing to the top of the wall, unless supporting a surcharge or impounding Class I, II or III-A liquids. A Fence supported by a retaining wall shall be considered a surcharge.
- Water tanks supported directly on grade if the capacity is not greater than 5,000 gallons (18,925 L) and the ratio of height to diameter or width is not greater than 2:1.
- Sidewalks and driveways not more than 30 inches (762 mm) above adjacent grade and on grade concrete patios with a cumulative impact not exceeding 2,000 Sq. Ft. (185.81 sq-M), provided they are not over any basement or story below and are not part of an accessible route.
- Painting, papering, tiling, carpeting, cabinets, counter tops, and similar finish work.
- Temporary motion picture, television, and theater stage sets and scenery.
- Prefabricated swimming pools accessory to a Group R-3 occupancy, as applicable in Section 101.2, which are less than 24 inches (610 mm) deep, are not greater than 5,000 gallons (18,925 L), and are installed entirely above ground.
- Shade cloth structures constructed for nursery or agricultural purposes, not including service systems.
- Swings and other playground equipment accessory to detached one- and two-family dwellings.
- Window awnings in Group R-3 and U occupancies supported by an exterior wall which do not project more than 54 inches (1372mm) from the exterior wall and do not require additional support.
- Non-fixed and movable fixtures, cases, racks, counters and partitions not over 5 feet 9 inches (1753 mm) in height.

- Self-contained refrigeration system containing 10 pounds (4.54 kg) or less of refrigerant and actuated by motors of 1 horsepower (746 W) or less.
Santechnikos darbai:
- The stopping of leaks in drains, water, soil, waste, or vent pipe, provided, however, that if any concealed trap, drain pipe, water, soil, waste, or vent pipe becomes defective and it becomes necessary to remove and replace the same with new material, such work shall be considered as new work and a permit shall be obtained and inspection made as provided in this code.
- The clearing of stoppages or the repairing of leaks in pipes, valves or fixtures, and the removal and reinstallation of water closets, provided such repairs do not involve or require the replacement or rearrangement of valves, pipes, or fixtures.
105.2.1 Avarinis remontas: Where equipment replacements and repairs must be performed in an emergency situation, the permit application shall be submitted within the next working business day to the Building Official.
105.2.2 Remontas: Application or notice to the Building Official is not required for ordinary repairs to structures, replacement of lamps, or the connection of approved portable electrical equipment to approved permanently installed receptacles. Such repairs shall not include the cutting away of any wall, partition, or portion thereof, the removal or cutting of any structural beam or loadbearing support, or the removal or change of any required means of egress, or rearrangement of parts of a structure affecting the egress requirements; nor shall ordinary repairs include addition to, alteration of, replacement or relocation of any standpipe, water supply, sewer, drainage, drain leader, gas, soil, waste, vent or similar piping, electric wiring, or mechanical or other work affecting public health or general safety.
105.2.3 Public service agencies: A building permit shall not be required for the installation, alteration, or repair of generation, transmission, distribution, or metering, or other related equipment that is under the ownership and control of public service agencies by established right.
105.2.4 City of Tacoma Projects and Department of Transportation Projects: A building permit shall not be required for the construction of roads, highways, freeways, and other structures related to such construction, by or under contract to the City of Tacoma, or the Washington State Department of Transportation. Other City permits shall still be required unless specifically exempted.

Over-the-Counter (OTC) Commercial Permits

- Minor work
pastabos: Due to the variety of projects that fall into the Commercial category, the City doesn’t have a list of criteria that expressly qualifies a project as minor work. However, the following items are indicators that the project will likely ne be issued over-the-counter:
- Project value is more than $50,000
- Associated with a land use permit
- Requires review from Source Control (Examples of projects that require approval from Source Control can include permits related to a restaurant, brewery, distillery, or marijuana business).

Commercial ePermits

Roofing installation over no more than one existing layer of roof material on commercial structures, with no structural or pitch changes to the existing roof.

Removal of existing roofing material on a commercial building, down to the sheathing, and installation of new roofing material which is similar to the previous material
